Ground-up and repositioned projects lease on a different clock than stabilized assets. Pre-leasing drives the construction loan, the anchor drives the shop space, and a delivery date that slips changes every deal in the project. CIRE Partners works with developers and owners from site plan through stabilization — pre-leasing pads and shop space, advising on unit sizing and access, and taking projects to occupancy.

Since 2010 the firm has closed 186 leases across 9 states covering roughly 1.4 million square feet, with 168 of those leases in retail — pads, inline shop space, and freestanding buildings. That volume sits in exactly the product type most new retail development delivers.

How the Process Runs

Feasibility and merchandising planBefore the site plan is fixed we test it against tenant requirements — pad depth, drive-thru stacking, parking ratios, ingress and egress, and signage — because those constraints decide which tenants can sign at all.
Rent and improvement modelingAchievable rents by unit type, tenant improvement and landlord work assumptions, and the pre-leasing threshold your construction lender will require.
Anchor and pad pre-leasingWe take the project to national and regional tenants early, while a ground lease or build-to-suit can still be shaped around a tenant's prototype.
Shop space lease-upInline space is leased against the anchor once it is committed, sequenced so the tenant mix reinforces itself rather than cannibalizing.
Delivery coordinationWork letters, delivery condition, and commencement triggers are drafted against the real construction schedule, and we manage the tenant side when that schedule moves.
